On 10 September 2026, the establishment of the Compensation Board for Specific Planning Area 10.23 RP was approved. The Board, which represents the landowners within the development area, will be responsible for managing the urban development process and overseeing the implementation of the associated urbanisation works – Instalaciones Militares de Campamento.
The Compensation Board was approved at the initiative of the Department of Urban Planning, Environment and Mobility. On 10 September 2026, it was resolved:
To approve, in accordance with Article 163.6 of the Urban Planning Management Regulations, approved by Royal Decree 3288/1978 of 25 August, the establishment of the Compensation Board for Specific Planning Area 10.23 RP “Campamento Military Facilities”, formalised by public deed executed on 16 April 2026 before Mr Eduardo Jiménez García, Notary Public of Madrid, under protocol number 1666.
The Campamento Military Facilities Planning Area comprises a single implementation unit, which will be developed under the compensation system.
A key area for the development of southwest Madrid
This new development area, Instalaciones Militares de Campamento, was initially included in the 1997 Madrid General Urban Development Plan. Its detailed planning was subsequently prepared and finally approved by the Madrid City Council Plenary in March 2009.
Following its reclassification from a deferred planning area to a specific planning area, the Governing Board approved, on 5 June 2025, the Draft Bylaws and Operational Rules for the establishment of the Compensation Board. This resolution was published in the Official Gazette of the Community of Madrid and is now final for administrative purposes.
The deed establishing the Compensation Board was executed on 16 April 2026 and includes the identification of the landowners within the area, the properties and their land registry details, as well as the appointment of the Board’s governing bodies.
With this resolution, the City Council continues to promote the urban development process of this strategic neighbourhood within the Latina District, advancing the implementation of a planning framework that combines new residential uses, including a significant proportion of affordable housing, with commercial and tertiary activities, while allocating a substantial area to public infrastructure and facilities.
