Paloma García Romero, Madrid’s Delegate for Public Works and Facilities, will serve on the governing body as the representative of Madrid City Council.
The entity will coordinate the planning, management, and implementation of the infrastructure and initiatives common to the four urban development areas that make up this project.
The Collaborative Urban Planning Coordination Entity (EUCC) will make it possible to organize and connect the different areas of this major development with one another and with the rest of the city through a unified strategic approach.
Madrid Nuevo Norte will cover an area of 3.4 million square meters, featuring nearly 10,500 homes and 400,000 square meters of green spaces.
Madrid Nuevo Norte took a further step forward this Thursday with the establishment of the “Madrid Nuevo Norte” Collaborative Urban Planning Coordination Entity (EUCC), the body responsible for coordinating the planning, management, and implementation of the infrastructure and initiatives shared across the urban development areas that make up the project.
The entity will be composed of representatives from Madrid City Council, represented by the Delegate for Public Works and Facilities, Paloma García Romero, as well as the four development areas that comprise Madrid Nuevo Norte: Las Tablas Oeste, Malmea–San Roque–Tres Olivos, Chamartín Business District, Chamartín Station
The EUCC will serve as the coordinating body to ensure the integrated development of the project and the effective delivery of the infrastructure and actions that are common to all four areas.
Although Madrid Nuevo Norte is being developed through four separate urban planning areas, each with its own management and implementation instruments, the scale and complexity of the project make it necessary to establish a common body capable of coordinating the shared actions and infrastructure from both a technical and financial perspective, ensuring the coherent delivery of the overall development.
Following the signing of the deed of incorporation, the next step will be its approval by Madrid City Council and the subsequent registration of the entity in the Registry of Collaborative Urban Planning Entities of the Community of Madrid. At that point, the entity will acquire its own legal status and full legal capacity to carry out its functions.
The establishment of the Collaborative Urban Planning Coordination Entity (EUCC) marks a further milestone in the development of Madrid Nuevo Norte and provides the project with a governance model capable of coordinating the implementation of the major infrastructure works that will link and integrate the different areas of this large-scale development, both with each other and with the rest of the city, through a unified strategic vision.
Madrid Nuevo Norte: Key to the Transformation of the Capital
Madrid Nuevo Norte is the most significant urban transformation project that the Spanish capital is expected to undergo in the coming years and one of the most important urban developments in Europe. The project covers an area of 3.4 million square metres and extends 5.6 kilometres from north to south.
The scheme, which will regenerate more than 2.3 million square metres of currently underused land, includes the construction of nearly 10,500 homes and the creation of 400,000 square metres of green spaces, including a 13-hectare central park.
This urban regeneration initiative will not only close the long-standing urban divide created by the railway tracks—addressing mobility, safety, and public service deficiencies—but will also position Madrid strongly to meet the major economic and social challenges of the coming decades.
