As he explained, through the Urban Planning, Environment and Mobility Department, headed by Borja Carabante, the City Council will put out to tender four packages comprising ten plots of municipally owned land, on which 1,017 homes may be built. The contracts will be tendered following approval by the City Government Board.
The key innovation is that, for the first time in Madrid, and within the framework of the Southern Strategy (Estrategia del Sur), an affordable rental scheme will be combined with a tenant purchase option, allowing residents to buy their homes after seven years from the date of their first rent payment. One of the most significant features of these contracts is that 50% of the homes built will be reserved for people under the age of 35, the population group that faces the greatest difficulties in accessing housing.
The City Council will therefore dedicate 70,410 m² of buildable space on municipal land to this initiative, ensuring that the resulting thousand-plus homes are offered at rental and sale prices approximately 31% below current market levels. Monthly rent has been set at €949.50 for a standard 90 m² home, while the purchase price, after the seven-year rental period, will be €3,600 per square metre. In addition, part of the rent paid during those seven years will be credited toward the eventual purchase of the property.
A New Incentive for the Southeast Developments
The ten plots are valued at €82,061,597. Of the four lots that will be put out to public tender in the coming months, three are located in Los Berrocales: the first consists of four plots on which 280 homes may be built, the second includes two plots for 241 homes, and the third comprises two additional plots for 223 homes. A fourth lot, consisting of two plots, is located in Los Ahijones, where 273 homes may be built.
The allocation of points for the evaluation is divided between the economic proposal (0 to 10 points), including the increase in price and payment terms, and the technical proposal for the building design (0 to 20 points). Within the latter category, the following aspects will be assessed: passive consumption standards (0 to 8 points), systems for building envelope protection and improvement of environmental conditions (0 to 3 points), systems for energy savings and carbon emission reductions (0 to 2 points), systems for sustainable building management (0 to 4 points), and the usable floor area of the dwellings (0 to 3 points).
